In 1973, Marvin A. Cooper did something few personal injury attorneys have ever done: he helped write the law he would spend his career practicing.

As a young attorney, Marvin assisted in drafting Article 51 of New York Insurance Law—the No Fault legislation that fundamentally changed how accident victims access medical benefits and compensation in New York. That legislative foundation gave him insight into how the insurance system actually works, not just how to navigate it.

For more than 50 years, Marvin has applied that insider understanding to protect injured clients throughout the New York metropolitan area. Billy joined the firm in 1991 after beginning his career at a large New York City law firm. Over three decades, he has developed a reputation for aggressive courtroom advocacy that translates his father’s legislative insight into verdicts and settlements exceeding $41 million.

His work in birth injury litigation has been particularly significant, including a landmark $41 million recovery for a child who suffered cerebral palsy due to hospital negligence during delivery.
